About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa is conducting market research for a digital management system to replace the current paper-based AF Form 864 (Daily Requirement and Dispatch Record) system used for tracking aerospace ground equipment (AGE) across five United States Air Force European locations. The current system relies on handwritten paper dispatch logs and radio communications, resulting in inefficiencies, lost paperwork, and miscommunication that hampers effective equipment resource management. Vendors must provide both software and hardware solutions, including data plans/services and five devices per location, while supporting up to 100 users per location accessing the system via personal devices. The digital system must capture all required AF Form 864 data fields including date, shift information, equipment details, dispatch times, operator signatures, and fuel quantities, with capabilities for database storage and external hard drive backup. Questions regarding this sources sought notice are due by July 7, 2025 at 1500 CEST, with the overall response deadline of July 11, 2025.
This opportunity is designated as a partial small business set-aside under NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. The procurement covers five Air Force locations in Europe, requiring a total of 25 devices (five per location) plus comprehensive data services to support the digital transformation initiative. The system must accommodate up to 500 total users across all locations (100 per site) and provide oversight authorities with centralized access to all location data and equipment dispatch information. No incumbent contractors or current award values are specified in this pre-solicitation notice, as this represents preliminary market research rather than an active solicitation. The government emphasizes that responses are voluntary and informational only, with no reimbursement provided for vendor costs associated with responding to this sources sought request.

USAFE/AFAFRICA -- A4 Logistics function is currently in pursuit of a digital management system for the AF Form 864, Daily Requirement and Dispatch Record to manage aerospace ground equipment (AGE) across five (5) United States Air Force European locations. As well as an active inventory system that actively monitors and inventories in specified locations.
Currently, equipment tracking and dispatch is an unorganized process managed through handwritten paper dispatch logs and often garbled requests transmitted over handheld radios. This system is not only highly inefficient, but is constantly plagued by lost paperwork, miscommunication, and an inability to effectively manage equipment resources.
Vendors would be required to provide a data plan/data service as well as 5 devices per location to operate their software. Each location would also need to be able to grant multiple users (up to 100 users per location) access to the digital management system on their personal device as well as have an option for the oversight authority to be able to access each location’s data/equipment dispatch information.
The AF Form 864, as stated in the introduction, requires a multitude of listings and needs to be inventoried so each operational location can monitor where, when, how this equipment is being utilized. On this form, it states a few categories that are crucial in monitoring. These are:
- Date
- Shift/Work Center (Unit, Section)
- Total Runs
- Name of Dispatcher
- Field #
- Type Equipment (Equipment Serial Number)
- From what agency
- To what agency
- Time requested
- Time dispatched
- Priority
- Remarks
- Operator's Name/Signature
- Remarks
- Fuel Quantity
Within this management system and tool, the user would need to be able to input these values into a digital AF Form 864 and be able to store within a set database and an external hard drive. In addition to these digital forms, a live database will be required to actively monitors input of the AF Form 864 form to account for current inventories, movement of equipment, and the duration of use. Please see Attachment 01 – AF Form 864 for the specifics on what the form entails.
Questions regarding this sources sought are due to by Monday, 7 July 2025 at 1500 CEST.
We are kindly requesting any input on whether your agency has the capability of developing this form of software for our systems and accommodate this software with specific hardware.
