Notice text

***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Global Monitoring Laboratory (GML), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the University of Illinois, to coordinate and manage the local operation of GML Aerosol and Radiation atmospheric research at the University of Illinois, Bondville research site to provide time series of calibrated measurements of atmospheric aerosols and radiation, and associated meteorological measurements.

***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that the University Of Illinois (UI) has an established research collaboration with GML and has been successfully coordinating and supporting this GML research site since 1994. This group at UI has personnel in place with the required, highly specialized technical expertise required by GML. Significant effort has already been expended during the previous contract period(s) on the training of the site technicians. UI has the proven capability to provide the research support, and to maintain the long-term measurement time series from this atmospheric research site. To meet NOAA’s scientific program requirements GML must maintain this valuable long-term measurement time series. The continued scientific collaboration with UI will ensure this requirement is met. Base Period of Performance from March 1, 2021 through February 28, 2022, with 4 option years.
