About this opportunity
The Department of the Army Corps of Engineers Memphis District intends to solicit aerial brushkill and imagery services under a Total Small Business set-aside, with responses due by October 13, 2026. Performance work includes precise aerial application of approved herbicides via helicopter and/or drone to control tree, brush, and aquatic plant growth within designated channel corridors, and acquisition and delivery of high-definition digital video imagery across approximately 1,300 miles of channel network for condition assessment and vegetation monitoring.
Work is performed across the Memphis District in Arkansas and Missouri counties, including Dunklin, Pemiscot, New Madrid, Stoddard, Butler, Mississippi, Scott, Cape Girardeau, Bollinger, Clay, Greene, Craighead, Poinsett, Cross, St. Francis, Lee, Phillips, Monroe, Desha, Crittenden, and Mississippi. Brushkill operations are limited to September through October (or first killing frost) with a 90 percent kill requirement. Base year estimated quantities include 900 acres for the State Flood Bypass, 190 acres for Mississippi River Levee, and 500 miles of imagery for State Flood Bypass; acreage is capped at 25 percent above task order amounts without written authorization. The contract structure comprises a base year (FY2026) plus four option years.
The contractor must furnish all equipment, materials, chemicals, aircraft, and sensors; maintain bonding and licensing for aerial herbicide application in both states; provide FIFRA-compliant herbicides and EPA-approved surfactants; and deliver imagery within 30 days of flight completion on specified hard drives in MP4 or MOV format with GPS-synchronized metadata. Rejected or non-compliant work must be re-flown at no additional government cost. Personnel require E-Verify verification and compliance with FPCON/HPCON security measures.
