Aerial thermal infrared imaging near Mammoth Lakes, CA

The U.S. Geological Survey requires aerial thermal infrared (TIR) imagery of a prescribed geothermal area (Casa Diablo/Basalt Canyon) in eastern California and the surrounding region including the Town of Mammoth Lakes and its groundwater basin. The contractor will process the TIR imagery into georeferenced mosaics of either calibrated surface radiance data or surface temperature data. The final data product files will be delivered and must be able to be viewed and quantitatively analyzed using ENVI/IDL and ArcGIS software. They must not be able to be viewed only with the contractor's proprietary software. TIR imagery acquired using a calibrated scanning instrument is preferred to data collected using a framing camera. Imagery acquisition must occur mid-September to mid-October, when temperature has begun to cool from summer highs but before snow accumulates on the ground. Deliverables will be due within six (6) weeks of completion of flying.

USGS is contemplating a single, firm-fixed-price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 12 (acquisition of commercial items) and 13 (simplified acquisition procedures). This is not a request for quotations. The request for quotations will be available not sooner than the week of June 27, 2016. NAICS 541360, geophysical surveying and mapping services. PSC T099, other photographic, mapping, printing, and publication services. This action is unrestricted. There is no incumbent contractor.
