The U.S. Geological Survey intends to award a sole-source purchase order to ABR, Inc. (Fairbanks, Alaska) for aerial survey and reporting of waterfowl populations in Alaska, with a response deadline of June 15, 2026.

USGS determined ABR, Inc. is the only qualified source because the work requires specialized expertise in aerial wildlife survey techniques, extensive experience flying in remote, roadless areas of northern Alaska, and operation of a Piper Super Cub aircraft capable of flying at low altitude and low speed to capture high-resolution imagery for counting and identifying goslings and adult geese while avoiding wildlife disturbance. The survey will assess the abundance and distribution of brood-rearing Pacific Black Brant and Lesser Snow Geese on the Colville River Delta during late July or early August 2026. Work is performed in Deadhorse, Alaska (surveys) and Fairbanks, Alaska (photo interpretation and report preparation), with a period of performance from July 15, 2026, to January 15, 2027. Deliverables include a draft report with geographic database and photographs by December 15, 2026, and a final report by December 31, 2026.

This notice satisfies FAR Subpart 5.203 sole-source notification requirements. Although no competitive solicitation will be issued, all responsible parties may submit a capability statement by June 15, 2026, 5:00 p.m. Pacific Daylight Time via email to tracy_huot@ios.doi.gov. Award will be made under FAR Part 12 Commercial Products and Services. NAICS code is 541990; PSC is B534.

This is a notice of intent to solicit from a single source.

The U.S. Geological Survey (USGS), intends to award a purchase order with ABR, Inc. Fairbanks, AK for aerial survey and reporting as described in the attached Statement of Work.

Award will be made in accordance with Federal Acquisition Regulation FAR Part 12 Acquisition of Commercial Products and Commercial Services. ABR, Inc. is, to the USGS knowledge, the only source as the survey requires expertise in aerial wildlife survey techniques, as well as extensive experience flying in remote, roadless areas of northern Alaska. It also requires a specific type of small aircraft (Piper Super-cub) which can be flown at low altitude and low speed, ensuring high-resolution imagery sufficient for counting and identifying goslings and adult geese to species while achieving adequate ground coverage without causing wildlife disturbance.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.203. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
