About this opportunity
The U.S. Fish and Wildlife Service is soliciting quotes for aerial spraying services to control invasive species at Wheeler National Wildlife Refuge in Decatur, Alabama, under Solicitation 140FS326Q0020. The contractor will provide helicopter-based aerial application of herbicides (specifically Aquaneat aquatic glyphosate) across up to 350 acres to reduce invasive wetland species including alligatorweed, button bush, persimmon, and black willow. Key contract requirements include maintaining 95% treatment coverage of mapped areas, possessing required federal and state aerial herbicide application licenses and certifications, providing all personnel and equipment except government-furnished items (maps, GPS/GIS data, chemical, and surfactant for one application), and delivering GIS maps showing treated areas within two weeks of application. The contractor must operate Monday through Friday between 7:00 AM and 4:30 PM, avoid application during wind speeds exceeding 7 mph or inversion conditions, and comply with all applicable federal and state regulations. Evaluation criteria include contractor qualifications, past performance documented through three references from similar contracts completed within the past three years, and pricing on a per-acre basis. The offer due date is February 3, 2026 at 2:00 PM Eastern time, with performance scheduled from June 1, 2026 to October 15, 2026.
This solicitation is a 100% Small Business Set Aside under NAICS code 115310 (Support Activities for Forestry), with a size standard of $34 million, and no incumbent contractor is identified in the materials provided. The total contract value will be calculated by multiplying the contractor's per-acre unit price by 350 acres, with the government supplying all chemical and surfactant for one application and the contractor bearing costs for any repeat applications beyond the initial treatment. The performance period extends from June 1, 2026 to October 15, 2026, covering aerial spraying operations at Wheeler National Wildlife Refuge in Decatur, Alabama. All contractors must maintain active registration in the System for Award Management (SAM) and register with the Department of Treasury's Invoice Processing Platform (IPP) for payment processing. Prevailing wage requirements under the Service Contract Act apply, with mandatory wage rates and fringe benefits specified in the wage determination for Alabama counties, and contractors must submit any requests for unlisted job classifications using Standard Form 1444 for Department of Labor determination.
