Notice text
The Naval Sea Systems Command intends to award a modification to Contract N00024-13-C-5116 for additional engineering efforts associated with the fielding of AEGIS Weapon System Advanced Capability Build Fiscal Year (FY) 2016 (ACB 16), the delivery of full functionality for Advanced Capability Build FY2020 (ACB 20), and the delivery of additional capabilities into an incremental capability build beyond ACB 16. The estimated period of performance of this contract action is September 2018 through August 2022.
Pursuant to 10 U.S.C. 2304(c)(1), the Government intends to award this contract modification on a sole source basis to Lockheed Martin Rotary & Mission Systems (LM RMS) in Moorestown, New Jersey. LM RMS is the current Combat Systems Engineering Agent (CSEA) for the AEGIS Weapon System under NAVSEA Contract N00024-13-C-5116. Therefore, it is the only firm with the requisite expertise, experience, and knowledge capable of satisfying the Governments requirements within the requisite schedule.
LM RMS is the prime contractor for the development, integration, and testing services on in-service baselines. Companies interested in subcontracting opportunities should contact LM RMS directly. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
