About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Norfolk is soliciting quotes for Automated Electronic Defibrillator (AED) inspection services to support the Navy Expeditionary Combat Command Medical Central Issue Facility. The procurement requires qualified Biomedical Technicians to perform annual inspections of approximately 400 Navy-owned AEDs across multiple models including Zoll Plus and G5 Power Heart devices, with services conducted in accordance with manufacturer specifications and Navy maintenance requirements. Contractors must provide proof of required Biomedical Technician certifications and demonstrate capability to perform comprehensive device inspections, including system assessments, battery replacements, and maintenance status documentation. The solicitation will be processed under FAR Part 13 Simplified Acquisition Procedures for a Firm Fixed Price Purchase Order structure. Vendor questions were due by August 5, 2025, and quotes must be submitted by August 7, 2025, at 12:00 PM EDT via email to the designated contracting office.

This opportunity is set aside for small businesses under the Total Small Business designation, with no incumbent contractor as this represents a brand-new requirement according to Amendment 0001. The contract structure includes a base period from September 2025 to August 2026, followed by four one-year option periods extending through August 2030, plus a potential six-month extension period. The scope involves inspecting an estimated 400 total AED devices, with approximately 100 AEDs scheduled for quarterly inspection cycles throughout the contract performance period. Services will be performed in Williamsburg, Virginia, supporting Navy medical facilities and equipment maintenance operations. The maintenance requirement cards attached to the solicitation specify detailed procedures for semi-annual system assessments, battery replacements, and comprehensive device inspections requiring 0.5 man-hours per unit.
