The purpose of this modification is to extend the closing date and to answer questions that was submitted.
QUESTIONS AND ANSWERS FOR A&E IDIQ
1. May we use ACASS reports or past PPQs in lieu of this form? We will accept other proof of past performance ratings as long as it has the same requested information.
2. We could not find or download the ¿Geographic Location Choice(s)¿ page shown in the Chart on page 60 of the ¿Terms & Conditions¿. Please indicate where we can find. , just include a statement in the cover page stating what areas you would like, however, we would like for each of the four selected firms to be able to work any of the areas that are within the Region 4 area of responsibility or other states if necessary.
3. Since the ¿Disciplines Services Sheet¿ is no longer required in Phase 1 of the selection process, do we submit any cost or pricing info at this time? No pricing is to be submitted until phase !! whereby directions will be sent out how to send the for to the contracting officer in a sealed envelope that will only be seen by the contracting officer after the board has selected the final four organizations/firms etc.
4. Is there a date range for how recent the projects highlighted in Section F of the SF330 should be or is there not a limited time period? We would like within the last five years but you may include any project as long as it does not go over the 60 page limit.
5. Amendment 1: Regarding Attachment 2, the Contractor Performance Questionnaire (to be completed by client only, returned to USFWS), is there a preferred method of delivery for these (email from client, fax, or USPS/delivery)? Email from client to earl Higginbotham @ earl_higginbotham@fws.gov .
6. The files included in the amendment 1 download included a Microsoft Word document entitled ¿Contractor Past Performance Questionnaire¿. However, the solicitation itself makes no mention of this form being required as part of our statement of qualifications submittal. Is this form required to be submitted on January 15th? The contractor past performance evaluation is to be submitted no later than the closing date and time.
7. The files included in the amendment 1 download included a Microsoft Word document entitled ¿DISCIPLINE OR SERVICE (1)¿. This appears to be a wage rate disclosure form. However, the solicitation itself makes no mention of this form being required as part of our statement of qualifications submittal. Is this form required to be submitted on January 15th? No only on phase II will the pricing be seen only by the contracting officer or the contracting officer administrative officer. The
8. board will not see the pricing before their selection..
9. If the wage rate disclosure form is to be submitted, will it be used in selecting the most qualified firms? No pricing is due for phase II evaluations.
10. Under #2 of Evaluation Factors, "Past Performance on USFWS A/E IDIQ Contracts," what if we don't have experience with these yet? Will we lose points, if so how many? Or would we be disqualified? A contractor will not loose points for lack of FWS experience but would receive a neutral rating in this catergory, if applicable.
11. Can you clarify what "Questionnaire #7 was added, submit as stated in solicitation" means on the last page of the solicitation? The is a Contactor Performance Questionnaire form that is to be completed by the client and emailed to earl_higginbotham@fws.gov and victor_bowman@fws.gov.
12. Will the pricing information submitted by the short listed firms remained sealed during that phase and only opened by the Contracting Officer during contract negotiations? The pricing will be sent to Earl Higginbotham and will only be opened when the final organization/firm has been selected.
13. Is the entire SF 330 limited to 30 pages, including sections A, B, C, D, E, F, G, H, I and Part II? The page limit was increased to 60 pages total not including the cover page.
14. Will each printed side (contains content/text like diagrams, extraneous data, etc.) of the piece of paper count as 1 page? The normal page is 8 ½ by 11 ½ anything larger counts as two pages. Printing on both sides of the 8 ½ X 11 ½ counts as two pages.
15. Is a price volume required? Pricing is only due in phase 2 and will be sent to the contracting officer who is the only one that can open and will not be revealed until the final organization/firm has been selected for a contract.
16. Other than the Discipline or Service information document attached to Modification 00001 (Amendment 1), what is required to be included in the price volume? Just this form for the initial year and four option years
17. Sol F16PS00019 Amd 00001 references a portfolio. Is this in addition to the SF 330 volume? The portfolio is referring to the entire packet containing the cover letter the sf330 and any other information that you submit, remembering that the page count is limited to 60 pages not counting the cover page.
18. Under #2 of Evaluation Factors, "Past Performance on USFWS A/E IDIQ Contracts," what if we don't have experience with these yet? Will we lose points, if so how many? Or would we be disqualified? A potential contractor should not loose points for lack of FWS experience, the potential contractor would receive a ¿Neutral¿ rating in this category, if applicable.

Description: Modification 00001 was done to correct the Discipline or Services Sheet (Please use corrected copy) however, this will be submitted at the time if COMPANY/ORGANIZATION is selected to do a presentation part of selection PHASE 2.
The number of pages maximum that can be submitted for the SF 330 is increased from 30 pages to 60 pages. (Note: any double sided counts as two pages, Any pages larger than 8 1/2 X 11 1/2 will count as two pages).;
Questions with response: 1. Can mention be made of firm's project in Part H are outside of the 5 year limit imposed in Part F's, yes you can submit any project that you deem necessary for your firm/organization/company.; 2. Does the cover letter count towards the page limit, no it does not count toward the page limit; 3. Are we encouraged to send out past performance evaluations for all included in Part F Section? Yes; 4. Can we send out Past Performance Evaluations if the jobs are not included in Part F? Yes, but it may not be considered or evaluated

Description: The U.S Fish and Wildlife Service (FWS), Southeast Region 4, in accordance with the Architecture and Engineering Services and Federal Acquisition Regulation (FAR) Subpart 36.6, is seeking qualified firms to perform Architect-Engineering (A/E) services primarily in the States of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands (Southeast Region 4. The majority of the work will be in the these state, however, some Task Orders may be offered in other states not listed. Tasks include, but are not limited to, furnishing Surveying, Geotechnical Engineering investigation and reports, Civil Engineering, Architectural Design, Structural Engineering, Mechanical, Electrical and Plumbing Engineering, Cost Estimating, Preparation of Construction documents, i.e., drawings and specifications, assistance obtaining permits and other services as required or typical for building rehabilitation projects or new site development and building construction projects. The following tasks are representative of the types of projects that may be awarded as Task Orders under the AE IDIQ Contract. Actual tasks order may differ. ¿ Typical site design for land development purposes including utility design, Erosion & Sediment Control Plans, Storm water treatment Systems;

Examples of using emerging new design and construction processes such as BIM and sustainable buildings must be shown. Teams must be able to provide services ranging from pre-design studies through construction completions. Teams should also demonstrate experience related to sustainable design and historic preservation.
2) Past performance on USFWS A/E IDIQ contracts.
Teams must be able to demonstrate successful performance on past projects from the owner, peer, and team mate points of view. The Government has the right to use corporate knowledge when evaluating this factor.
3) Response Time.
a) We have tight project deadlines. Does your firm have the staff and resources available and experience to successfully complete projects with tight deadlines? Give specific examples of projects meeting tight deadlines.
b) Availability of firm staff to work on our projects relative to the firm¿s current workload. List current projects and staff assignments.
4) Experience of firm relative to the type and scope of the range of expected services listed above. Provide pertinent examples.
5) Experience of firm designing projects that are within budget as demonstrated by construction bids received. Give specific examples.
6) Location in the general geographic area of the Southeast Region as defined above and knowledge of the practice and project requirements of the States located within our Region.
7) Experience with CADD produced drawings. List the CADD software you use to produce your drawings and other project software you use to design and produce projects.
8) Experience of firm with Sustainable Design and environmentally sensitive design practices. List LEED accredited professionals and any specific examples of sustainable design projects.
The reference to the professionals required for the above projects involves state licensed professionals in all the disciplines, including Architects, Landscape Architects, Civil Engineers, Structural Engineers, Electrical Engineers, Land Surveyors, Geotechnical Testing Services, and Environmental Engineering consultants. They shall be licensed to practice that profession in the state where the project is located. Architectural and Engineering drafting services will also be required. Not all disciplines will be required for each project. Additional Engineering consultants and other specialists not named above may be required as defined in the individual task orders.
Firms responding to the Announcement shall submit a Standard Form 330, along with a portfolio of accomplishments that establishes the firm¿s capabilities. The portfolio should include a cover letter referencing this Announcement number, a brief description of the firm, SF 330, and any additional information to address qualifications. Submittals shall be in a binder 8 ½ x 11, indexed, font size 12, not to exceed 30 double sided pages including SF 330. Non-conforming submittals may be cause for rejection. The U.S Fish and Wildlife Service (FWS), Southeast Region, intends to negotiate and award a number of Indefinite Delivery Indefinite Quantity (IDIQ) contracts in accordance with FAR Part 15 and the Selection of Architects and Engineers Statute (formerly Brooks Act) under FAR Subpart 36.6, Architect-Engineer Services. The FWS will be seeking qualified firms to perform Architect-Engineering (A-E) services in the States of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands. We may also elect to perform work associated with other states that are not listed here. The following type of projects that may be awarded as delivery orders under the A&E IDIQ include, but are not limited to, surveying, geotechnical engineering investigations and reports, civil, structural, mechanical and electrical engineering, cost estimating, preparation of construction documents, obtaining permits, and architectural design services related to building rehabilitation, site development and building construction, etc. The IDIQ contracts will consist of one base year and four option years. The solicitation will be released on or about December 5, 2015. NOTE: In order to be eligible for award, prospective offerors must be actively registered in the System for Award Management (SAM.gov) and the Internet Payment Platform (IPP.gov).
