About this opportunity

The Department of the Air Force Pacific Air Forces is seeking architectural and engineering (A&E) design services for the replacement of upper digester compressors 1 and 2 at Eielson Air Force Base's Wastewater Treatment Plant in Alaska. The scope of work encompasses comprehensive design services including assessment of existing compressors, piping, and related equipment; evaluation of design alternatives; development of design concepts and cost estimates; and participation in three design review stages (65%, 95%, and 100%). The contractor must demonstrate capability to work in an Arctic environment while complying with applicable industry standards and regulations, including hazardous material considerations such as PCB testing and potential asbestos-containing material handling. The design process will be evaluated based on the contractor's ability to meet strict technical requirements, produce detailed construction documents, and successfully complete multiple iterative design review meetings with government stakeholders. Interested vendors must respond with their CAGE code by the March 11, 2026 due date via email to 354CONS.PKA.Designs@us.af.mil, as this pre-solicitation notice is part of the government's market research to identify capable sources before formal solicitation.

This opportunity is designated as a Total Small Business set-aside, limiting competition to qualified small businesses. No current incumbent contractor is identified in the pre-solicitation materials. The specific award value or budget range is not disclosed in the pre-solicitation notice. The design schedule is tightly controlled, requiring completion of 65% design within 45 calendar days, 95% design within 24 days thereafter, and final 100% design documents within 14 days. Deliverables will include comprehensive drawings, specifications, detailed cost estimates, and a draft DD Form 1354 for real property documentation, reflecting the complexity and technical depth required for this infrastructure replacement project at a Department of Defense facility.
