About this opportunity
The Department of the Air Force is conducting a 100% Service-Disabled Veteran-Owned Small Business set-aside for architect-engineer services to support repair of the parking apron slab at March Air Reserve Base, California, with a Request for Qualifications closing on August 17, 2026. The acquisition uses FAR Part 36 procedures and requires firms to deliver a 35% schematic design package including schematic drawings, outline specifications, and a Class 3 parametric cost estimate within 180 calendar days of award. NAICS code 541330 (Engineering Services) applies, with a small business size standard of $25.5 million; PSC is C211. Prospective offerors must submit SF 330 qualifications packages in searchable PDF format via email to marissa.lopez.5@us.af.mil and elidec.frias.1@us.af.mil no later than 2:00 PM PDT on August 11, 2026. Files exceeding 5 MB require a DoD SAFE link requested at least 24 hours prior. Evaluation occurs in two phases: Phase I identifies the three highest-rated firms for Phase II discussions, after which the top-ranked firm receives an RFP for price negotiation. Selection criteria include specialized experience in airfield pavement design and repair, geotechnical and drainage investigation, construction phasing in active airfields, DoD cost estimating, key personnel qualifications, past performance, work capacity, and project locality knowledge. All offerors must be registered in the Supplier Performance Risk System (SPRS) and comply with DFARS provision 252.204-7019; non-registration results in disqualification. Funds are not presently available; award will not occur until funding is secured. The Government reserves the right to cancel the RFQ or subsequent RFP at any time with no obligation to reimburse offeror costs.
