Update #6 · Latest ·

The following are questions that have been submitted for the AE IDIQ VA-250-09-RP-0143.

Question 1: Are there any MBE, EDGE, DBE, FBE requirements for the consultant team configuration?

Answer 1: No there are not.

Question 2: Do we specifically have to list precisely who we intend to use for 100% of the potential disciplines listed? (i.e. things like Historic Preservation, Hazardous Materials, National Environmental Policy Act, and Energyin addition to the more traditional disciplines such as Civil, Structural, MEP, etc?)

Answer 2: As listed in the synopsis, these disciplines may be needed during this contract.

Update #5 ·

The following are questions that have been submitted for the AE IDIQ VA-250-09-RP-0143.

Question 1: Even though the solicitation calls for Small Business Concerns, can a large business submit their qualifications?

Answer 1: As of June 15th, the solicitation has been changed to full and open competition, allowing all businesses to submit their qualifications.

Question 2: Will there be two separate solicitations for IDIQ's or are the two pre-solicitations listed on FBO, VA250-09-RP-0143 and VA250-09-RP-0152, referring to the same solicitation?

Answer 2: These are two different solicitations on FBO asking for different types of IDIQ contracts, as listed in the synopsis.

Question 3: In the solicitation the above references IDIQ's state "A/E firms are required to submit their proposals electronically. The proposal must include four copies of the SF 330" Do you want four copies of the same file saved in the zip file that is submitted?

Answer 3: The answer to this question was addressed in the modification on June 5, stating that firms must submit 4 copies of their SF 330's to the attention of Don Marsh, Contract Specialist Intern, 90 C, VA Medical Center, 10000 Brecksville Road, Brecksville, OH. No electronic copies will be accepted.

Question 4: This IDIQ states that other disciplines may be required and "shall be provided as consultants to the lead architectural firm" This implies that only architectural firms can submit as prime. Is that the intent of the VA or can engineering firms submit as prime?

Answer 4: Both types of firms can submit as the prime, and they will be evaluated on how their SF 330's describe how they will support the other disciplines.

Question 5: Do you want submittals to be sent electronically or do you want the 4 hard copies?

Answer 5: The VA wants all submissions to be hard copies, as answered in Question 3.

Question 6: Why are there two separate solicitations for the same descriptions with different fee structures, or should we be responding to these separately?

Answer 6: There are two separate IDIQ solicitations because we are seeking two different pricing levels, $0-50,000 and $50,000-$999,999. These should be responded to separately.

Question 7: If the proposals are to be submitted electronically, emailed, can I submit only electronically and not send 4 copies?

Answer 7: The request to submit electronically has been changed to only sending 4 hard copies. We will not accept electronic copies.

Question 8: Is the 50 mile stipulation written in stone for this project?

Answer 8: Yes, the geographical radius for this project is and will remain 50 miles.

Question 9: We have a branch office within the 50-mile geographical radius. Can we submit our qualifications through our branch office?

Answer 9: Yes, the branch office will be counted as within the 50-mile radius.

Question 10: Is it necessary that any consultants listed under us on our project be registered in CCR?

Answer 10: Only the prime must be registered under CCR.

Question 11: Is it acceptable to submit more than one firm for Mechanical and Electrical Engineering or should we just submit one firm?

Answer 11: This is up to your discretion on how well you feel you cover all of the disciplines requested.
