Notice text

Added: Jun 05, 2018 2:39 pm The Social Security Administration (SSA) intends to issue a sole source contract with cost reimbursement task orders under solicitation # 28321318R00000027 to the National Academy of Sciences (NAS) for a period of 5 years beginning on or around September 30, 2018. The NAS will set up Committees of medical, vocational, and other experts having expertise in fields such as, internal medicine, pediatrics, oncology, otolaryngology, ophthalmology, endocrinology, physical medicine and rehabilitation, occupational therapy, physical therapy, orthopedic surgery, industrial and organizational psychology, psychiatry, developmental-behavioral pediatrics, neurology, cardiology, vocational rehabilitation, health care case management, social sciences, education and health care and workplace economics. The Standing Committee will continue work necessary to maintain an essential capability for theoretical analyses of research, relevant evidence and clinical practices in physical medicine, psychiatry, and rehabilitation medicine.

The Contracting Officer will procure this requirement using the procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Northern American Industry Classification System (NAICS) Code is 541720. The size standard is $20.5M. Pursuant to FAR 5.207(c)(15), SSA will procure this service in accordance with the statutory authority permitting other than full and open competition under 41 U.S.C. 3304(a)(3) implemented by FAR 6.302-3 Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. This justification is based on the nature of the required services and not essentially the unique qualifications of the contractor. The agency has established that the services are necessary to maintain an essential research capability to be provided by a nonprofit institute; the requirement is necessary to maintain vital capability for theoretical analyses in physical medicine, psychiatry and rehabilitation medicine. SSA will make the justification publicly available within 14 days of contract award.

Please note that this is not a formal solicitation. No solicitation document is available at this time. SSA will not award a contract based on any response received from this notice. SSA intends to solicit and negotiate with the NAS only, under the authority at 41 U.S.C. 3304(a)(3), however, pursuant to FAR 5.102(e), SSA will provide copies of the solicitation upon request once available.
