About this opportunity
The U.S. Army Corps of Engineers, Walla Walla District, has issued a Special Notice regarding the procurement of Advantech FPM-7151W-P3AE Human Machine Interfaces (HMIs) for the McNary Dam spillway electrical system upgrade. This notice was posted on March 10, 2026, and is not a competitive solicitation but rather a notification of the Government's intent to procure a specific brand-name product. The procurement is authorized under 10 U.S.C 2304(c)(1) and FAR 6.302-1(c), which permits single-source acquisitions when only one responsible source can satisfy agency requirements. The Government has determined that standardization with existing control room hardware is essential for operational uniformity and maintenance efficiency at the facility.
Interested parties have until March 25, 2026, to submit statements of capability demonstrating that alternative HMI solutions can fully match the form, fit, and function of the specified Advantech units while integrating seamlessly with existing software and operational procedures. The Government intends to solicit the larger construction action in May 2026, with the NAICS code classified as 237990 (Other Heavy and Civil Engineering Construction) and a Small Business Size Standard of $45 million. This Special Notice invites responsible sources to provide clear and convincing evidence of alternative solutions that meet strict compatibility requirements with the McNary Lock and Dam infrastructure. Eligible contractors must be prepared to demonstrate technical equivalency and integration capability with established systems without requiring modifications to existing control room operations or procedures. The procurement structure is firm-fixed-price, and participation requires submission of detailed technical documentation substantiating the proposed alternative's compatibility with the current control room environment.
Notice text
This is a special notice prepared in accordance with Defense Federal Acquisition Regulation (DFARs PGI) 206.302-1(d) “Only one responsible source and no other supplies or services will satisfy agency requirements.”
The U.S. Army Corps of Engineers, Walla Walla District, is executing a firm-fixed-price contract to upgrade the McNary Dam spillway electrical system. A critical component of this project is the modernization of the annunciation panels on the SC board in the control room. This requires installing new Human Machine Interfaces (HMIs) that must be consistent with the existing control room hardware to ensure operational uniformity and maintenance efficiency. Due to these strict standardization requirements, the Government intends to specify the use of Advantech FPM-7151W-P3AE Human Machine Interfaces (HMIs).
The statutory authority for this brand name purchase to be made as a part of the larger construction effort is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, application for brand name descriptions.
The Government intends to solicit the Construction action in May 2026. The NAICS code is 237990 Other Heavy and Civil Engineering Construction. The associated Small Business Size Standard as defined by the U.S. Small Business Administration is $45 million.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR BIDS. This is a notice of intent to procure a brand-name product. The Government is seeking information from responsible sources who can provide an alternative solution that is fully compatible with the existing control room infrastructure at McNary Lock and Dam.
Interested parties must provide a statement of capability with clear and convincing evidence that their proposed alternative HMIs can match the form, fit, and function of the existing Advantech units and integrate with the established software and operational procedures without the need for additional specialized training or custom configurations.
If no affirmative written responses demonstrating such capability are received by 10:00 AM Local Time on the notice end date, a solicitation will be issued that includes the Advantech FPM-7151W-P3AE brand-name requirement. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
Electronic responses shall be submitted via email to Chandra.d.crow@usace.army.mil. Oral communications are not acceptable. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
