About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice for advancing satellite tag technology for large whales. This procurement is being conducted as a sole source acquisition under Simplified Acquisition Procedures, with the Provincetown Center for Coastal Studies identified as the only known business capable of providing the required services. The government has made a determination not to compete this contract pursuant to FAR 13.501(a), as only one source is reasonably available. The contract falls under NAICS code 813312 for Environment, Conservation and Wildlife Organizations and will be structured as a firm-fixed price commercial services contract. The proposed contract period runs from September 30, 2025, through September 29, 2026.
The primary objective of this initiative is to advance satellite tag technology for large whales through comprehensive research and training activities. The scope includes deploying satellite tags on large whales from vessels operating in the Gulf of Maine, conducting follow-up studies to evaluate potential health impacts of new tag designs, and developing comprehensive training programs on best practices for tag deployment techniques. The training program will feature both land-based components for proper tag handling and boat-based field experience where trainees shadow experts who possess the necessary federal authorization and Marine Mammal Protection Act permits. Interested parties must submit statements of interest and capabilities by September 4, 2025, at 2:30 PM Pacific Time via email to the designated NOAA contact. All participants must be qualified individuals capable of conducting field expeditions during the seasonal movement patterns of target whale species in the designated operational area.
