The performance work statement (PWS) is titled "Advanced Technology Test and Development Program (ATTDP)." Under the authority of 10 U.S.C. 2304(c)(3), as implemented by Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(ii), this is a follow-on effort to the Aerophysics Test Program (ATP) I-IV and provides continued support to the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) and other Government agencies in the form of testing, evaluation, analyses of experiments and development work in the following fields: applied optics, directed energy, propulsion, counter-improvised explosive devices, lasers, sensors and missile warheads. The ATTDP hypervelocity aerophysics research capability permits sub-scale to full-scale ground based tests. The ground tests provide a relatively low cost and fast response method for obtaining experimental data for screening of systems concepts for down select decisions; generating a broad data base for threat optical/infrared signature; lethality; kill assessment; and peg points to validate computational codes. These ground tests can also significantly reduce the performance risks going into full-scale proof of principal flight test programs. The ATTDP effort will utilize the experience base and laboratories of the UAH research and experimental staff, and other personnel, to perform experiments and analyses for a broad class of other related/required work..
