About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) through its Western Acquisition Division and National Severe Storms Laboratory is seeking engineering support services for improving the Advanced Technology Demonstrator (ATD) Phased Array Radar (PAR) system. The primary objectives include enhancing meteorological data quality, demonstrating adaptive scanning capabilities, and advancing weather observation strategies. Potential contractors must demonstrate capabilities in developing designs for radar back end subsystem improvements and understanding existing technical infrastructure. Companies interested in responding must submit information through a Google Portal Link by February 26, 2025, at 10:00 AM Mountain Time and be registered in the System for Award Management (SAM). The market research is being conducted to determine viable sources and assess potential small business program utilization, with responses potentially influencing competition and set-aside decisions.

The contract is classified under NAICS Code 541330 for Engineering Services with a size standard of $25.5 million. The anticipated contract is a five-year indefinite delivery, indefinite quantity (IDIQ) with task orders, covering the performance period from November 2025 through November 2030. No specific set-aside has been designated at this stage, and the government reserves the right to determine the most appropriate procurement approach based on market research responses. While no specific award value is mentioned, the work will focus on technical support for radar back end improvements, lifecycle sustainment, and extension of ATD capabilities to support novel engineering and weather research. Contractors will be expected to provide comprehensive engineering support, including subsystem design modifications, operational testing support, software improvements, and hardware material supply, with specific deliverables to be defined through individual task orders.
