About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Jacksonville has published a Special Notice regarding their intent to issue a sole source award for Advanced Ship Handling - Freedom Class LCS Simulation Training. The agency plans to utilize simplified acquisition procedures to award this contract to Corporation of Lower Saint-Lawrence Pilots Inc. The opportunity falls under NAICS code 611519 (Other Technical and Trade Schools) with a size standard of $21 million and is classified as Professional Simulation Support services. The notice was posted on July 22, 2025, indicating the government's intention to proceed with a non-competitive acquisition. This procurement relates to specialized training services for the Freedom Class Littoral Combat Ship simulation systems.

The primary purpose of this Special Notice is to provide transparency and allow other potential contractors to demonstrate their capability to provide comparable services before the government proceeds with the sole source award. Interested parties must respond in writing by July 24, 2025, to amanda.b.huddleston.civ@us.navy.mil and Chelsea.n.mcneely.civ@us.navy.mil with clear and convincing evidence of their ability to meet the requirement. All eligible sources must provide substantive responses supported by documentation rather than simply requesting more information about the opportunity. If no responses are received demonstrating that comparable services are available and would be more advantageous to the government, the Naval Supply Systems Command will proceed with the planned sole source acquisition. The notice explicitly states it does not constitute a request for proposals, quote, or invitation to bid, serving purely as an informational announcement of the government's procurement intentions.
