About this opportunity

NASA Goddard Space Flight Center is soliciting capability statements from interested parties for Advanced Risk Reduction for Mission-Critical Systems (ARRMS), an RFI focused on specialized systems, software, and security engineering services; responses are due by June 10, 2026.

The procurement seeks integrated verification and validation, mission security, and simulation and test environments to serve as a critical partner throughout the lifecycle of NASA's mission-critical programs. Services will support selected systems being developed by or for NASA, other government entities, and commercial customers, providing objective evidence that safety, mission-critical, and software systems will operate reliably, safely, and securely. Contractor performance must align with applicable NASA Procedural Requirements, relevant standards, and verification and validation methodologies as directed by the Government. Services will support and enhance NASA's mission-assurance capabilities, support evolving technological requirements, and ensure safety and reliability of NASA systems and software.

NASA explicitly seeks capability statements from all socioeconomic categories, including small businesses and Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs). Vendors are encouraged to demonstrate capabilities as prime, subcontractor, or teaming partner. The requirement is coded to NAICS 541330 (Engineering Services) and PSC R425 (Support—Professional: Engineering/Technical). A draft Statement of Work was posted May 26, 2026.

Notice text

This notice is issued by the NASA/Goddard Space Flight Center to post a Statement of Work to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.

The purpose of this procurement is to acquire specialized systems, software, and security engineering services to provide integrated verification and validation, mission security, and simulation and test environments serving as a critical partner throughout the lifecycle of NASA’s mission critical programs. These services are performed on selected systems being developed by or for NASA or other government and commercial entities to provide our customers with objective evidence that their safety and mission critical systems and software will operate reliably, safely, and securely. The services performed by the Contractor will align with the strategic growth areas to support and enhance NASA’s mission‑assurance capabilities, support evolving technological requirements, and ensure the safety and reliability of NASA systems and software. Contractor performance will align with applicable NASA Procedural Requirements, relevant standards, and verification and validation methodologies as directed by the Government.
NASA/Goddard Space Flight Center (GSFC) is hereby soliciting information from potential sources for Advanced Risk Reduction for Mission-Critical Systems (ARRMS).

The National Aeronautics and Space Administration (NASA) (GSFC) is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses (SB) and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for ARRMS. Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) business set-aside based on responses received.

Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA’s market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for:
1.SB Subcontracting goals;
2 Barriers that may limit SB participation, such as certifications, uniquetechnical requirements, security needs, specialized tools, or high-risk performance areas and/or
3.Strategies to increase SB participation, including:
• Breaking requirements into smaller components
• Identifying areas appropriate for subcontracting
• Considering teaming or mentor protégé approaches

The RFI is not be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.

Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 10 pages indicating the ability to perform all aspects of the effort by: (1) Addressing all of the functional areas outlined in the attached draft ARRMS Statement of Work (SOW) and, (2) Summarizing relevant past experience.
All comments or questions must be submitted electronically via email to Devona Jackson, devona.s.jackson@nasa.gov and cc Tiera Greene-Corbin tiera.m.greene@nasa.gov no later than 6/10/2026 12:00 PM EST. Please reference ARRMS in any response.
