Background:  The Missile Defense Agency (MDA) Advanced Research Center (ARC) provides the infrastructure and cybersecurity engineering necessary to support Ballistic Missile Defense System (BMDS) Hardware-in-the-Loop (HWIL) and related Ground Testing in a Continuous Integration/Continuous Agile Testing (CI/CAT) environment. 


 


Draft Request for Proposal:  The MDA releases the DRFP, solicitation number HQ0147-18-R-0009, for the Agency's follow-on to the current MDA ARC Indefinite Delivery/Indefinite Quantity (ID/IQ) contract HQ0147-07-D-0002.  This acquisition business classification is a Woman Owned Small Business (WOSB) set-aside in accordance with FAR 52.219-6. The North American Industry Classification System (NAICS) code for this procurement is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)) with a size standard of 1,250 employees.  MDA anticipates a WOSB set aside competitive award of a single cost type contract with Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and Cost Reimbursable Cost Only Contract Line Item Numbers (CLINs) for a base period of five years and three, one-year option periods of performance (PoP).   


 


MDA encourages industry input, comments, and questions to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities.


 


Questions and/or comments are due to MDA no later than April 17, 2018 at 11:59 p.m. eastern standard time and may be submitted to ARC_Followon@mda.mil subject line "Draft Response Questions".


 


Industry is advised that the final Request for Proposal (RFP), when posted, will supersede any draft information posted to date. The final RFP will represent the Government's requirement. All communications concerning this acquisition must be coordinated through the Procuring Contracting Officer.


 


Paper copies of the draft solicitation will not be issued. The draft Solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible draft solicitation amendments that may be issued.


 


The Government will not pay for any direct or indirect costs that are incurred in responding to this draft request for proposal.  Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.  No funds have been authorized, appropriated or received for this effort.
