Added: July 30, 2007 Modified: January 14, 2008Track Changes On page 2 of Attachment A, Statement of Work the requirement states there will be 45 plus on-site reviews, 45 desk reviews and approximately 10 technical assistance projects during the Calendar Year 2008 and beyond. Q4: Are Offerors required to submit a listing of labor categories and rates for the approximate 10 technical assistance projects? It is our understanding that these rates are not to be included in our overall proposal price. A4. Special rates are not required to be included in the cost proposal. These technical assistance reviews will use the same types of people the contractor will bid for the regular reviews. The difference between the on-site and desk reviews and the technical assistance reviews is the scope of work that a qualified reviewer/accountant can do. Also each technical assistance review will have a separate task order and a SOW attached to it that will processed in your office.

Is the solicitation asking for 3 Past Performance references total or 3 references from the Prime and 3 from each individual subcontractor? A3. As stated in item 22, page 1-17 of 48, Past Performance Information (EPAAR 1552.215-75) (Oct 2000), Prime contractors shall submit at least 3 references. If an individual subcontract exceeds $100,000.00, then the prime shall provide 3 references for that subcontractor plus the prime 3 references for a total of 6 references.

Estimated travel for on-site site reviews is $2,100.00 per review, see item#24, Evaluation of Other Direct Costs (EP 52.215-130) (APR 1984) Q2. Could the Government explain the difference in information between the Price and Cost data (Part V of the Technical Proposal) and the information to be supplied within Volume II, Cost or Pricing Proposal? A2. Delete Part VI, Price or Cost, page 1-40 of 48 from the Technical Proposal Instructions. Cost or Pricing Proposal information is contained in Volume II.

Added: July 30, 2007 This is a sources sought notice, for written information only, to identify SBA certified 8(a) Small Businesses possessing the capabilities to provide support for the Post Award Management Program. The U.S. EPA's Office of Grants and Debarment's National Policy, Training and Compliance Division is conducting market research to determine potential small business sources for the Post Award Management Program, using FAR Part 19.8, Contracting with the Small Business Administration (The 8(a) Program). The period of performance is a one (1) year base and four (4) one year option periods. Technical support tasks include: (1) conduct limited on-site administrative and financial reviews; (2) perform limited scope Desk Review Services using an EPA prescribed protocol; and (3) provide financial and administrative technical assistance evaluations. Detailed information on the requirement is provided in the draft copy of the Statement of Work (SOW) at: http:www.epa.gov/oamhpod1/admin_placement/0712774/index.htm The North American Industry Classification System (NAICS) code for this procurement is 541211. THIS IS NOT A REQUEST FOR COST PROPOSAL. Interested small business offerors may submit a brief capability statement, no more than five (5) pages, demonstrating how they plan to meet the above requirement.
