The contract will provide comprehensive engineering and analysis support for all aspects of AJEM development and maintenance, including Fast Air Target Encounter Penetration (FATEPEN) and integration of survivability, lethality, and vulnerability techniques with other Modeling and Simulation applications. The contractor will perform diverse tasks ranging from help desk support to complex modeling and simulation activities requiring software design, development, debugging, and utilization of various programming languages including C, JAVA, Python, and C++. Work will be performed at the U.S. Army Combat Capabilities Development Command Analysis Center at Aberdeen Proving Ground, Maryland. The government is seeking this procurement under FAR 13.501 authority for "Only One Responsible Source" due to proprietary issues, with capability statements from other potential sources due by September 1, 2025. The solicitation number is W911QX25RA022 and falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences.

This procurement does not utilize any set-aside designations and is specifically targeted toward Applied Research Associates, Inc., located at 4300 San Mateo Blvd., NE STE A220, Albuquerque, New Mexico. The contract will encompass activities including requirements gathering, software design and development, test case creation, user documentation preparation, and training delivery. While the government intends to negotiate solely with Applied Research Associates due to their proprietary expertise with the AJEM system, they will consider capability statements from other qualified sources if submitted by the September 1, 2025 deadline. The work scope includes both routine support activities and complex analytical tasks requiring interpretation of established methods and potential development of new procedures. Contract performance will require skilled application of advanced software development tools and techniques across multiple programming environments and platforms. The point of contact for interested parties is Swati Jain at swati.jain2.civ@army.mil for any capability statement submissions.
