About this opportunity

The Air Force Research Laboratory intends to award a sole-source task order to The Boeing Company under the Advanced Aerospace Systems Technology Research (AASTR) IDIQ contract (FA2391-23-D-0002) for the Advanced Core and Termination Analysis (ACTA) program. The award was made on June 17, 2026.

The justification invokes FAR 6.302-1, only one responsible source, and FAR 16.505(b)(2)(i) exception to fair opportunity requirements. Boeing is justified as the sole-source provider based on its unique combination of advanced analysis tool development capabilities, extensive expertise in manufacturing and test data production, and specialized engineering expertise. The Government determined that any alternative source would require complete replication of foundational research, tool development, and data generation already completed by Boeing, creating prohibitive costs, technical risks, and unacceptable schedule delays.

The task order requires Boeing to develop, validate, and deliver a computational analysis tool in support of continuing research and development. Cost fairness and reasonableness will be determined through technical evaluation by the project engineer, price analysis using external market data, and inputs from the Defense Contract Management Agency, with Boeing's Forward Price Rate Recommendations from DCMA serving as the basis for pricing. Place of performance is Wright-Patterson Air Force Base, Ohio. NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences); PSC AC12 (National Defense R&D Services, Department of Defense—Military, Applied Research).
