About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award sole source Firm Fixed Price (FFP) contracts to Northrop Grumman Defense Systems (NGDS) for Low Rate Initial Production (LRIP) Lot 5 and Lot 6 of the AGM-88G Advanced Anti-Radiation Guided Missile - Extended Range (AARGM-ER). The procurement covers comprehensive manufacturing, assembly, testing, and delivery requirements for missile systems supporting the United States Navy, United States Air Force, Italian Ministry of Defense, and Foreign Military Sales. NGDS is being selected through a non-competitive process under Title 10 U.S.C. 3204(a)(1), which allows for sole source procurement when only one responsible source can satisfy agency requirements. The government will consider information from interested parties received before March 26, 2025, though this is not a formal competitive solicitation. NAVAIR has determined that NGDS is the only entity with sufficient technical expertise, engineering knowledge, and integration capabilities for the AARGM-ER missile system.
The pre-solicitation notice indicates no specific set-aside designation and does not provide explicit award values or precise quantity details. The contract will include Advance Acquisition Contracts (AACs) for LRIP Lot 5 and Lot 6, which will procure long-lead items necessary to maintain production schedules. The procurement encompasses multiple deliverable types, including All-Up Rounds (AUR), Captive Air Training Missiles (CATM), test assets, spares, support equipment, and Special Test Equipment. Northrop Grumman Defense Systems will be responsible for program management, systems engineering, system safety, configuration management, quality assurance, and integrated logistics support. The contract leverages NGDS's unique position as the sole designer, developer, and manufacturer of the AARGM-ER missile, with no commitments from the government to issue solicitations or make specific awards.
