About this opportunity
The U.S. Army Corps of Engineers (USACE) New York District has issued a Special Notice for maintenance dredging of the Sandy Hook Channel in New York Harbor. The project involves removing approximately 200,000 cubic yards of material from critical shoals within the channel to restore authorized project dimensions. Dredging will be conducted to a depth of -35 feet Mean Lower Low Water (MLLW) plus 2 feet of allowable overdepth. Most of the dredged material, consisting primarily of sand and gravel, will be transported to the Sea Bright Offshore Borrow Area, with an estimated 15,000 to 20,000 cubic yards placed at a National Park Service stockpile site. The project is designed to support safe navigation for military, commercial, and recreational boating interests.
The maintenance dredging project is expected to be solicited in June 2025, with bid opening in July 2025 and anticipated contract award in August 2025. Contractors will be required to commence work within five calendar days of receiving the notice to proceed and complete all basic work within 90 calendar days. The project is an unrestricted procurement with an estimated cost between $1,000,000 and $5,000,000. Contractors must maintain an integrated production of at least 8,000 cubic yards per calendar day and will be subject to liquidated damages of $2,810 per calendar day of delay until work is accepted as complete. The recommended dredging method is a mechanical dredge with a clamshell bucket, and contractors will need multiple ocean-going barges, tugboats, and ancillary equipment. All dredged material must meet federal, state, and local regulatory criteria for placement.

Background Information
The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of the New York Harbor, Sandy Hook Federal Navigation Channel. The dredged material would be dredged and subsequently transported to and placed at the Sea Bright Offshore Borrow Area (SBOBA), 5 miles southeast of Sandy Hook Point, NJ, and a stockpile placement at Lot J of the National Park Service (NPS) Sandy Hook Gateway National Recreation Area or at other stockpile site(s) identified by NPS. All stockpile site(s) are subject to change at the discretion of NPS and/or USACE. The proposed maintenance dredging would remove approximately 200,000 cubic yards of selected critical shoals from the Sandy Hook Channel. An estimated 15,000 to 20,000 CY of dredged material would be placed within the stockpile site identified above. Dredging would be required to a depth of -35 feet Mean Lower Low Water (MLLW) plus 2 feet of allowable overdepth. The dredged material is expected to consist primarily of sand and gravel.
The purpose of the proposed work is to alleviate the effects of shoaling and restore the authorized project dimensions, thereby providing safe and economical use of Sandy Hook Channel by military, commercial and recreational boating interests while providing future beneficial use of the dredged material.
Based on past dredging cycles, it is recommended that the proposed work only be performed by utilizing a mechanical dredge with a clamshell bucket. Additionally, multiple ocean-going barges, tug boats and ancillary equipment will be needed to perform the dredging, transport and placement activities. Placement at the stockpile site(s) may require scow, barge, or similar equipment with pump out capabilities. The entire channel will generally not require maintenance dredging; only areas where shoaling has reduced the depth of the channel will require dredging. The dredged material would be required to meet all federal, state, and local criteria required by the government agencies having jurisdiction where the placement site is located.
The Contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed, and to prosecute said work diligently and to complete all basic work ready for use not later than ninety (90) calendar days after the receipt by him of the notice to proceed (NTP). The contractor is required to maintain an integrated production of at least 8,000 cubic yards per calendar day.
The work is estimated to cost between $1,000,000 and $5,000,000. Solicitation for the subject project is expected to be available in June 2025, with bid opening in July 2025. It is the intention of the government to award in August 2025 and issue the NTP within fourteen (14) calendar days of the award date.
Liquidated Damages of $2,810.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete.
This is an unrestricted Procurement.
