About this opportunity

The Department of the Air Force Pacific Air Forces seeks adult sports officiating and scorekeeping services for Joint Base Elmendorf-Richardson, with proposals due July 13, 2026. This is a Total Small Business set-aside structured as a requirements-type Indefinite Delivery Indefinite Quantity contract with a five-year ordering period and no option years.

Place of performance is Anchorage, Alaska. The contractor must provide trained and certified officials and support personnel to officiate approximately 1,014 games annually across eight sports: indoor soccer, basketball, volleyball, softball, outdoor soccer, flag football, and two additional sports. Officials must comply with NCAA rules as amended by JBER Intramural Sports By-Laws and NASO Code of Conduct, arrive at game locations 15 minutes early in proper uniform, and provide 24 hours advance notice of unavailability. The contractor must submit a Quality Control Plan within five days of award and compensate officials at fair market value or greater. Games lost due to contractor unavailability, tardiness, or rule misinterpretations resulting in rescheduling are provided at no cost to the Government. Performance standards require 100% compliance for trained and certified employees, on-time delivery, and on-time notifications. Schedule changes provided after 1400 hours result in contractor compensation for one game.

The Alaska Service Wage Determination (Wage Determination No. 2015-5681, Revision 26, effective March 30, 2026) applies, with prevailing wage rates and mandatory fringe benefits including Health & Welfare, vacation, and paid holidays. Contractors must furnish uniforms or reimburse costs plus $3.35 weekly for maintenance.

Evaluation uses best-value tradeoff methodology, weighing Technical Acceptability (most important), Past Performance (second), and Price (third). The Government reserves the right to award to an offeror other than the lowest-price bidder. Offerors with no past performance receive a neutral rating and are not penalized. A 10 percent evaluation preference factor applies to non-HUBZone small business concern offers. NAICS code is 711219, Other Spectator Sports; PSC is G003, Social-Recreational.
