About this opportunity
The Defense Logistics Agency Aviation seeks an Adjuster Assembly (NSN 1680-01-159-4583, Part Number 70400-21613-043) for the Blackhawk helicopter program under a five-year indefinite delivery, firm fixed-price contract, with proposals due July 23, 2026. This is a 100% small business set-aside, limiting competition to certified small business firms.
Place of performance is Redstone Arsenal, Alabama. The government intends an initial base delivery order of 210 units in Program Year 1, with 68 units in Year 2, 68 in Year 3, 67 in Year 4, and 67 in Year 5, totaling 480 units, though the government reserves the right to order quantities up to or above that amount throughout the contract period and is not obligated to issue any orders. Pricing must remain firm for all five years. Offerors must provide separate unit pricing and container cost breakdowns for contractor-furnished reusable containers.
Contractor must achieve First Article Test (FAT) approval, with testing to begin 870 days after award and be completed within three days, FAT report due 888 days after award, with 45 days for government approval or disapproval. Items must comply with Item Unique Identification markings per DFARS 252.211-7003, military standard packaging (MIL-STD-2073-1 and MIL-STD-129), and quality standards including AS 9100 or equivalent. Inspection and acceptance occur at origin through DCMA; FOB Destination is DLA Distribution San Joaquin in Tracy, California for initial delivery with other locations furnished prior to scheduled delivery dates for subsequent years. Technical data is export-controlled under the Arms Export Control Act and provided via DoD SAFE. Proposals must be submitted electronically; facsimile proposals will not be accepted. Award will be made on a Lowest Priced Technically Acceptable basis with reverse auction evaluation included in methodology. NAICS code is 336413. Timothy Tatum (DLA-AHA-AHAA, 256-993-9212, timothy.tatum@dla.mil) is the contract specialist. Amendment 0003, issued July 9, 2026, extended the due date from July 8 to July 23; acknowledgment of receipt is required.
