About this opportunity
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and award a modification to order N0001923F0025 under Basic Ordering Agreement (BOA) N00019-21-G-0014 to General Atomics (GA), San Diego, CA. The modification will be for additional level of effort (LOE) and completion hours to support sustainment software, EMALS Depot planning, AAG SW stability, electrical isolation tag-out, Load Strobe A, and MWS Permissive for the EMALS and AAG systems aboard the FORD-Class Aircraft carriers. The period of performance for the base and options is through December 31, 2027.
This acquisition is being pursued on a sole source basis as GA is the sole designer, developer and manufacturer of EMALS and AAG, with the unique knowledge, experience, skills, facilities, and technical data required to fulfill the in-service support requirements. There is no set-aside, and NAVAIR does not have an adequate technical data package suitable for a competitive procurement. The government is not obligated to issue a solicitation or make an award, and interested parties should contact GA's Small Business Liaison for subcontracting opportunities.

Pre-Award Synopsis. The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a modification to order N0001923F0025 under Basic Ordering Agreement (BOA) N00019-21-G-0014 to General Atomics (GA), San Diego, CA. This modification will be for additional level of effort (LOE) and completion hours for efforts in support of sustainment software, EMALS Depot planning, AAG SW stability, electrical isolation tag-out, Load Strobe A, and MWS Permissive. Supplies and services to support these efforts include engineering, configuration management, logistics support, direct technical support, and program planning for the In-Service Support phase of the EMALS and AAG systems aboard the FORD-Class Aircraft carriers. Period of performance for base and options is through 31 December 2027.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S. Code 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. As the sole designer, developer and manufacturer of EMALS and AAG, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill the EMALS and AAG in-service support requirements and award to another source would result in duplication of costs and unacceptable delays in fulfilling the agency’s requirements. Further, NAVAIR does not have an adequate technical data package suitable for a competitive procurement of the support required.
Companies interested in subcontracting opportunities should directly contact Zach Baur, Small Business Liaison for General Atomics via e-mail: SB4GA@ga.com or Phone: (858) 455-2603. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
