About this opportunity

Naval Supply Systems Command intends to solicit repair and modification services for two uncrewed aerial system (UAS) components under a sole-source Basic Ordering Agreement (BOA) amendment to N00383-24-G-BE01, with a capability statement submission deadline of October 9, 2026. The procurement is limited to GE Aerospace (CAGE 07639), the original equipment manufacturer, based on FAR 6.302-1; the Government lacks repair data and capability, and GE Aerospace maintains design control and repair knowledge essential to part quality. However, the notice invites all responsible sources to submit capability statements, proposals, or quotations for Government consideration.

The two line items are a Generator, Alternating Current (FSC/NIIN 6115 016484473, part number AGH1395-2, unit replacement price $250,045) and an AC Generator Control Unit (FSC/NIIN 1680 016481656, part number CCV5798-2, unit replacement price $219,178), each with a 110-day required repair turnaround time. Quantities are zero in years one and two; two units per item are required in each of years three, four, and five, totaling six units per item over the contract period. Combined replacement value across both items is $469,223.

Spare repairable assemblies constitute Government Property under FAR 52.245-1 or 52.245-1 Alternate I. Interested parties should contact Procurement Contracting Officer Michael Zuccarini at michael.j.zuccarini.civ@us.navy.mil.

Notice text

This notice serves as a pre-solicitation synopsis for repair and/or modify the item specified in the Attachment A. The repair of these items is sole source to GE Aerospace CAGE 07639. GE Aerospace is the Original Equipment Manufacturer (OEM) of this item and is the only known source to possess full repair capability. The Government does not possess (or cannot provide) the data necessary to perform the required repairs or manufacture of the item. Therefore, the item listed on the Attachment A is sole source to GE Aerospace. Even though this item is sole source to GE Aerospace, all responsible sources may identify their interest and provide capability statements in response to this notice.

All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. For any questions concerning this notice, contact the PCO, Michael Zuccarini at michael.j.zuccarini.civ@us.navy.mil.

The Government intends to solicit and negotiate with the prime contractor for Repair Basic Ordering Agreement (BOA) in support of item component on Attachment A under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Original Equipment Manufacturer (OEM) of this item maintains design control and repair knowledge or technical data that is essential to maintaining the quality of the part. The spare repairable assemblies to be repaired and/or modified under this agreement are set forth by manufacturers part numbers and constitute Government Property as defined in FAR clause 52.245-1 Government Property or 52.245-1 Alternate I, as applicable. The listing of items is attached to this notice.

An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity.

The subject items require Government source approval prior to contract award.

Only the source previously approved by the Government for repair of these items will be solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Information Brochure for Repair. This brochure identifies technical data required to be submitted based on your company’s experience in repair of the same or similar items. This brochure can be obtained by calling the NAVSUP WSS PCO or at:
https://www.navsup.navy.mil/navsup/ourteam/navicp/businessopps

If your request for source approval is currently being evaluated at NAVSUP WSS, submit with your offer a copy of the cover letter that forwarded your request for source approval.

Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation.

Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of the subject requirement may continue based on Fleet support needs.
