About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 5 hydraulic actuators (NSN 7H-4810-015437063) through a unique procurement process. The government has determined that obtaining data rights or reverse engineering the part would be uneconomical, and therefore intends to negotiate with a single source under FAR 6.302-1 authority. While the solicitation is not a formal competitive proposal request, interested vendors may submit proposals, quotations, or capability statements within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate submissions to determine whether to proceed with a competitive procurement, though the final determination remains solely at their discretion. Notably, the acquisition will not use FAR Part 12 policies for commercial items, and vendors can identify commercial item capabilities within 15 days of the notice.
This pre-solicitation notice indicates no specific set-aside designation for the contract. The procurement is subject to potential Free Trade Agreements and may involve World Trade Organization Government Procurement Agreement considerations, depending on specific DFARS clauses included in the final solicitation. The contract covers a precise technical requirement for 5 units of a specific hydraulic actuator, with delivery specified as FOB Origin. While no specific award value is mentioned, the procurement is categorized under PSC Category 4810-P for Powered Valves. The opportunity has a broad timeline, with the posted date of February 22, 2023, and a due date extending to June 27, 2025, providing significant flexibility for potential vendors to prepare and respond to the government's requirements.
