About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting proposals for the manufacture of electro-pneumatic actuators under a firm-fixed-price contract. This procurement falls under NAICS code 332919 (Other Metal Valve and Pipe Fitting Manufacturing) and PSC code 4810 (Valves, Powered), indicating the acquisition involves specialized valve control equipment. The solicitation has undergone multiple amendments extending deadlines and modifying requirements, with the most recent amendment reducing the required quantity from 24 units to 13 units. The current proposal submission deadline is October 3, 2025, and offerors must submit proposals via NECO or email only to the contracting point of contact Alexander W. Stimeling. The contract includes critical safety item requirements and various standard federal acquisition regulation clauses covering equal opportunity, small business subcontracting plans, and cost or pricing data requirements.

This solicitation does not utilize any set-aside designations and is open to full and open competition. The procurement involves a quantity reduction from the original 24 units to 13 electro-pneumatic actuators, with delivery terms specifying 30 days after contract award. The contract includes high-value item liability limitations exceeding $100,000, suggesting significant unit costs for these specialized actuators. Multiple timeline extensions throughout the solicitation process indicate potential complexity in the procurement requirements or market conditions. The contracting activity operates under Navy contract number N00104, and the items are designated as critical safety components requiring stringent quality control and manufacturing standards.
