About this opportunity

The Defense Logistics Agency Land and Maritime is conducting market research to identify qualified manufacturers for an electro-mechanical linear actuator with National Stock Number (NSN) 3010-00-127-4574. This pre-solicitation notice is not a formal Request for Proposal but rather an opportunity for interested sources to express capability and interest in bidding on a future solicitation. Prospective offerors must meet several critical qualifications, including possession of an approved Joint Certification Program (JCP) certification and DLA approval to access export-controlled technical data, as this item is subject to International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). All interested parties must complete the attached Market Research Questionnaire and submit their responses to Contract Specialist Kelly Day at kelly.day@dla.mil by March 6, 2026. The notice was posted on March 3, 2026, with a response deadline of March 11, 2026, providing potential bidders with a brief window to demonstrate their manufacturing capabilities and interest in this requirement.

This procurement carries no set-aside designation and currently identifies two approved sources capable of manufacturing the required actuator: GE Aviation Systems, LLC (CAGE 05624) with part number SYLC-53186 and Eaton Aerospace, LLC (CAGE 17472) with part number 100000-5. The notice does not disclose specific award values, budget ranges, or procurement quantities, as this is a preliminary market research phase rather than a formal solicitation. The item falls within the Aircraft Engine and Engine Parts Manufacturing industry classification (NAICS 336412) and is categorized under the Torque Converters and Speed Changers Product Service Code (PSC 3010). Offerors and their proposed sources of supply must understand that DLA will not delay contract award to permit suppliers to obtain approval for accessing export-controlled data, making pre-qualification on export control matters essential for competitive bidding.
