About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP Weapon Systems Support) is seeking to procure two electro-mechanical actuators with NSN 7R 1680 012218261 and part number RYLC51047-1 through a sole source procurement with GE Aviation Systems LLC. The agency intends to conduct a limited solicitation using FAR Part 13 procedures, with the procurement authority derived from 10 U.S.C. 2304(c)(1). Interested firms may submit capability statements or proposals within 15 days of the notice, with all submissions to be considered by the government within 45 days of the synopsis. The solicitation will be electronically posted to NECO, and all communications must be submitted via email to linda.vong2.civ@us.navy.mil, with no telephone requests or hard copy mailings accepted. Potential offerors must understand that no competitive proposals are being requested, and the government will primarily use the received information to determine potential competitive procurement options.

The procurement is not a small business set-aside and will be processed under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. GE Aviation Systems LLC is anticipated to be the sole source, as they are the Original Equipment Manufacturer (OEM) and the only known source with the technical data rights for these specific actuators. No specific award value is disclosed in the notice, and the procurement involves only two units of the specified actuator. The government does not currently own the technical data or manufacturing rights, which limits potential alternative sources. Any firm interested in supplying these items must be prepared to submit a Source Approval Request (SAR), though the procurement will not be delayed pending SAR approval. The opportunity is specifically for Foreign Military Sales (FMS) repair and is time-sensitive, with response deadlines of May 15, 2025 for initial capability statements and May 28, 2025 for final proposals.
