About this opportunity
The Department of the Navy's Naval Supply Systems Command (NAVSUP) Weapon Systems Support Mechanicsburg is soliciting repair services for an electro-mechanical actuator (NSN 7HH 4810-01-452-9377) under a sole-source spares determination, with a listed due date of July 31, 2026. The attached RFQ, N00104-26-Q-YADZ, sets an August 31, 2026 quotation deadline, and both dates precede the October 27, 2026 posting date. No set-aside is used, and the RFQ is not a small business set-aside. The Navy states it does not possess the technical data to produce the item, and only sources approved by the NAVSEA In-Service Engineering Activity (ISEA) may be considered for spares. Firms seeking approval must be certified as a Depot Overhaul Point (DOP) and submit a Source Approval Request (SAR)-Maritime. The ISEA engineering review can be lengthy. Offers for remanufactured, surplus, or repairs will not be considered and will be determined non-responsive. Delivery is one unit each to DLA New Cumberland, PA (W25G1U) and DLA San Joaquin, Tracy, CA (W62G2T), FOB Origin, with a three-day repair turnaround (TP:3). The contract will operate under Basic Ordering Agreement N0010424GZ901 as a bilateral award, and FAR 52.217-6, Option for Increased Quantity, is included. Government Source Inspection is mandatory. Evaluation prioritizes past performance over price, and the Government may award to other than the lowest-priced offeror. Requirements include NIST SP 800-171 and CMMC compliance, CAV Repairables Portal registration within 30 days (60 days for non-U.S. contractors) of contract receipt, WAWF invoicing, IUID marking per DFARS 252.211-7003, and MIL-STD-2073 packaging. Buy American and export control compliance also apply. Classification is NAICS 332919 and PSC 4810.
