About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure repair and modification services for an Electro-Mechanical Actuator (NSN 7H-4810-014817198, TDP VER 002). The Government intends to solicit and negotiate with a single source under the authority of FAR 6.302-1 due to the unavailability of technical data and the economic infeasibility of reverse engineering the part. However, all responsible sources may submit proposals, quotations, or capability statements to express their interest and capability to respond to the requirement. The Government will consider all proposals received within 45 days of the notice publication (or 30 days if award is issued under an existing Basic Ordering Agreement). Interested parties may also identify their capability to satisfy the requirement with a commercial item within 15 days of this notice. The Government's evaluation will focus on determining whether to conduct a competitive procurement or proceed with single-source negotiation based on the responses received.
This procurement is not designated as a set-aside and does not utilize the commercial items acquisition policies outlined in FAR Part 12. The requirement involves the repair or modification of 32 units with delivery FOB Origin. No specific award value or budget range is disclosed in this pre-solicitation notice. The notice was posted on January 24, 2026, with a response deadline of February 23, 2026. Trade agreement provisions, including the Buy American Act and World Trade Organization Government Procurement Agreement requirements, may apply to this acquisition depending on the final solicitation language included in the formal request for proposals.
