About this opportunity

The Naval Air Systems Command (NAVAIR) is seeking to procure Active Expendable Decoys (AED), spare impulse cartridges, related support equipment, repairs, and field service representative support for the F-35, F-18, and other U.S. Government platforms. This pre-solicitation notice does not constitute a request for proposal, and no contract will be awarded based on responses received; rather, information submitted will be evaluated solely to determine future competitive opportunities. The contract will be awarded to a single source through other than full and open competition under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, based on the determination that only one responsible source possesses the requisite manufacturing technology, infrastructure, capacity, and platform qualifications. Interested parties must submit responses by March 25, 2026, and all inquiries should be directed to Contract Specialist Elizabeth V. Lamb at elizabeth.v.lamb2.civ@us.navy.mil. The evaluation will focus on verifying that no other suppliers or services can satisfy the Government's technical and operational requirements.

Leonardo, United Kingdom, is identified as the sole source contractor capable of fulfilling this requirement. The contract contains no set-aside designations and is structured with a base year plus up to four option years, spanning Fiscal Years 2027 through 2031. The Government anticipates procuring approximately 3,000 to 6,000 Active Expendable Decoys annually, though the total contract value is not specified in this notice. The contract will incorporate both fixed-price and cost-type line items to accommodate the various components and services required. This acquisition is intended to ensure continuous supply and support for critical electronic countermeasures capabilities across multiple naval aviation platforms over the five-year period.
