About this opportunity
The Naval Surface Warfare Center Philadelphia Division, operating under the Department of the Navy Naval Sea Systems Command, has issued a Special Notice regarding the procurement of Advanced Carbon Dioxide Removal Unit (ACRU) Thermal Management System Hoses. This sole source procurement action is intended to be awarded to McGill Hose & Coupling under the authority of FAR 13.106(b), which permits single-source solicitation and award when justified. The procurement falls under NAICS code 326220 (Rubber and Plastics Hoses and Belting Manufacturing) and PSC code 4720 (Hose and Flexible Tubing). The Special Notice was posted on March 24, 2026, with responses due by April 7, 2026. Interested parties with questions should direct inquiries via email to zachary.f.mccurry.civ@us.navy.mil, as phone calls will not be accepted.
This procurement is a sole source award, meaning the government has determined that only McGill Hose & Coupling is capable of providing the required ACRU Thermal Management System Hoses and intends to award the contract accordingly without competitive bidding. The Notice does not constitute a competitive opportunity for other contractors to submit proposals, as the government has already identified its intended supplier. The April 7, 2026 deadline applies to any formal responses or notifications related to this action, though the restrictive nature of a sole source procurement significantly limits contractor participation. No set-aside provisions apply to this opportunity, and interested parties should contact the provided point of contact for clarification regarding the procurement rationale or technical specifications. This Special Notice serves primarily to announce the government's contracting intention and ensure transparency in the procurement process.
