About this opportunity
The U.S. Coast Guard, under its Headquarters Contracts Division 3, issued a Justification for an Exception to Fair Opportunity on March 27, 2026, to award a bridge task order for acquisition support services to OCT Consulting, LLC. The contractor will provide non-inherently governmental support services including pre-award activities, contract administration, closeout, data migration, and support for various Coast Guard systems such as the Federal Procurement Data System-Next Generation (FPDS-NG), contract writing systems, and the Invoice Processing Platform (IPP). The exception to fair opportunity competition is justified under RFO 16.507-6(b)(3) as a logical follow-on to the contractor's previous competitively awarded task order under GSA OASIS, which expired on March 28, 2026. The bridge order is valued at $700,000.00 for a firm fixed-price engagement spanning a two-month base period from March 29, 2026, to May 28, 2026, funded with Fiscal Year 2026 Operations and Support funds. OCT Consulting currently deploys 27 Full-Time Equivalents to manage approximately 22,000 contracting actions valued at $3.2 billion annually, and the bridge period will allow the Coast Guard to complete a competitive acquisition process and transition to new contractors through multiple anticipated Blanket Purchase Agreements.
