About this opportunity

The National Nuclear Security Administration (NNSA) has issued a Limited / Sole Source Justification Notice for electric supply and related services to be provided by Southwestern Public Service Company (SPS), a division of Xcel Energy, for the Pantex Field Office in Amarillo, Texas. The contract, valued at $36,135,930, will cover electric supply, load balancing, transmission delivery services, power system monitoring and dispatch services, and relay coordination services, with the additional provision to sell excess electricity generated by a "Wind Farm" in support of national defense requirements. SPS was selected as the sole source vendor because it is the only Public Utility Commission of Texas provider capable of delivering electrical services within the franchised electric service territory of the NNSA's Pantex Field Office. The contract will be awarded under the General Services Administration (GSA) Areawide Public Utility Contract and is set for a 10-year term, with the award date scheduled for March 14, 2025. No additional competitive steps are possible due to statutory and regulatory requirements governing utility service procurement, effectively making this a sole source procurement.
