About this opportunity
The U.S. Department of Labor's Mine Safety and Health Administration (MSHA) Pittsburgh TS Ventilation Division is seeking to procure 12 iBrid MX6 Handheld Detectors through this Request for Quotation. These gas detection instruments are specifically required for mine emergency activities, personal protective equipment operations, and investigations as mandated by federal regulations and the Mine Act of 1977. The procurement will utilize a Firm Fixed Price Delivery Order structure with quotes due by September 9, 2025 at 12:00 p.m. EDT, to be submitted electronically to Contract Specialist Rose Goodwin. The evaluation will follow Lowest Priced Technically Acceptable (LPTA) source selection procedures, with the government intending to award to the responsive, responsible vendor offering the best value at a fair and reasonable price. Delivery is required within 30 days after receipt of order.
This opportunity is designated as a Total Small Business Set-Aside under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. The procurement involves purchasing two specific models: 7 units of iBrid MX6-M103N501 and 5 units of iBrid MX6-0D034201, to be delivered to two separate addresses in Pittsburgh, PA. The Limited Source Justification indicates that Industrial Scientific is the sole original equipment manufacturer for these specific detectors, though multiple resellers exist in the marketplace. The instruments are deemed critical due to their unique capabilities in mine emergencies, with MSHA personnel already trained on these exact models, and no alternative equipment providing equivalent accuracy and dependability. Performance will occur in West Mifflin, PA, with funding sourced from Fiscal Year 2025 appropriations.
