About this opportunity
The US Agency for International Development Jordan seeks proposals to establish an Accountability Research Team to independently monitor, verify, and analyze USAID-funded stabilization activities in Syria, provide research and analysis services to inform strategy and project implementation, and strengthen monitoring and data analysis capabilities of USAID and partner staff. Proposals will be evaluated based on technical approach, management/staffing plan, past performance, and cost/price. The closing date for submissions is August 16, 2019.
The contract is set aside for total small businesses and will primarily involve third-party monitoring, research, and capacity building services in Syria and Jordan related to transition, crisis, and post-conflict environments. Anticipated values range from $10-24.9 million over an estimated period of performance beginning January 2020. The place of performance will be Amman, Jordan and all regions of Syria where USAID operates stabilization programs.

The purpose of the Accountability and Research Team (ART) is to: 1) establish a third-party monitoring (TPM) system to independently monitor, verify, and analyze the results of assistance activities in Syria funded by the U.S. Agency for International Development's (USAID's) Middle East Bureau (MEB); 2) provide high quality research and analysis (R & A) services to inform USAID/MEB strategy, project, and activity design and implementation; and 3) strengthen the capacity of USAID/MEB and implementing partners' (IPs) staff to improve performance monitoring and data analysis. ART will increase USAID/MEB's understanding of the outputs, progress, challenges, successes, and lessons learned in regards to USAID/MEB activities in Syria..
