About this opportunity
Paragraph 1:
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) is seeking to procure Acclima soil probes as part of the US Climate Reference Network (USCRN). The USCRN is a network of 137 climate stations that provide long-term observations of temperature and precipitation to detect and attribute climate change. The soil probes are used to measure soil moisture and temperature, which are critical for assessing drought stress, water budgets, weather and climate monitoring, and determining soil climatology. NOAA is looking to sole source this procurement to ensure the continuity and homogeneity of the climate data records.
Paragraph 2:
This procurement is designated as a total small business set-aside. The sole source vendor is Acclima Inc., the manufacturer of the TDR-310W and TDR-305N soil probes. While the contract award amount is not specified, the procurement is for an unspecified quantity of these soil probes to support the USCRN network. The solicitation is expected to be released on August 27, 2024, with responses due on that same date, as this is a sole source procurement under the authority of FAR 13.106-1(b)(1)(i) for compatibility with the existing network.

Description:
NOAA ARL’s Atmospheric Turbulence and Diffusion Division (ATDD) supports the US Climate Reference Network (USCRN). USCRN is a network currently consisting of 137 climate stations installed and maintained since 2000 throughout the continental United States, Alaska, Hawaii, and an experimental site in Canada. The primary goal of the USCRN is to provide long-term homogeneous observations of temperature and precipitation that can be coupled to long-term historical observations for the detection and attribution of present and future climate change. The on-site measurement suite presently includes an array of meteorological instrumentation, including soil probes to measure soil moisture and temperature at various locations and soil depths down to 1 m. Observations from these probes are being used to assess drought stress, water budgets, monitor and predict weather and climate, and determine the soil climatology. Accurate observations of both soil moisture and temperature are needed. These supplies are needed to ensure homogeneity and continuity of the US Climate Record. Based on testing performed by NOAA/ARL/ATDD and others, soil moisture measurements are sensitive to the type of soil sensor used, so the integrity of the measurements and the records they are used to create relies on using the same type of soil moisture probe.
TDR-310W Acclima probes and TDR-305N Acclima probes
