About this opportunity
The Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management is preparing to award a firm-fixed-price purchase order on a sole-source basis to the Pacer Service Center for access to the Public Access to Court Electronic Records (PACER) system, with a response deadline of July 28, 2026. This is not a competitive solicitation and does not constitute a request for proposals or quotes.
ICE/Enforcement & Removal Operations (ERO) has determined access to PACER for the New York Field Office as mission critical to immigration enforcement operations. The PACER system provides electronic public access to federal court records with instantaneous access to documents filed at all federal courts. Market research by OAQ and ERO determined no other providers are capable of fulfilling the requirement; the statewide emergency communication service needed is available solely from Pacer Service Center, and no other agency offers equivalent services. Without this access, ICE/ERO's ability to obtain timely information in support of immigration enforcement operations would be severely hindered.
The purchase order will be awarded under FAR Part 13 procedures and FAR 13.106-1(b)(1)(i) authority for single-source procurement. This notice is posted solely to comply with pre-award transparency requirements; responses to this notice will not be honored or acknowledged. The Government retains sole discretion to determine whether conducting a competitive procurement is in the best interest of the Government.
