About this opportunity

The FDA Office of Acquisition and Grant Services is seeking a vendor to develop a comprehensive geospatial dataset combining satellite imagery, artificial intelligence, and machine learning capabilities to enhance produce safety risk management across multiple states. The contractor must identify and map current and historical leafy green farm boundaries in California, classify them by produce type, determine harvest cycles per season, and detect Concentrated Animal Feeding Operations (CAFOs) in high-priority states that pose elevated foodborne outbreak risks. Key deliverables include spatial datasets with farm boundaries and crop classifications, CAFO detection with proximity analysis to water bodies, complete source code and documentation, and an interactive ArcGIS dashboard integrating all data layers for stakeholders in food safety, agriculture, and public health. The FDA will evaluate proposals using a confidence rating system based on technical approach, key personnel qualifications, management plan effectiveness, and relevant experience in similar geospatial and AI projects. Questions regarding this opportunity must be submitted by August 18, 2025, with final proposals due by August 27, 2025.

This opportunity is designated as a Total Small Business set-aside under NAICS code 541611 for Administrative Management and General Management Consulting Services, restricting competition to qualified small business entities. The project operates under a Firm Fixed Price contract structure with a six-month base performance period scheduled from September 22, 2025, through March 22, 2026. While the provided pricing worksheet includes categories for personnel costs covering geospatial data scientists, AI/ML engineers, GIS analysts, and project managers, along with data acquisition expenses for satellite imagery and cloud computing resources, all cost estimates currently show zero dollars, indicating contractors must develop their own pricing based on project requirements. The scope encompasses mapping leafy green farms across California's diverse agricultural regions and CAFO detection across multiple high-priority states, requiring significant data processing capabilities and specialized expertise in satellite imagery analysis and machine learning applications for agricultural and food safety purposes.

Notice text

The objective of this project is to develop a high-resolution, spatially explicit dataset of leafy green farm locations across California and detect CAFOs in other states along with relevant crop and environmental data, to support outbreak investigation and pre-harvest risk assessment. Specifically, the vendor shall:

  • Identify and map both current (most recent season) and historical (last five years) leafy green farm boundaries, classifying each by type of leafy green produce in California.
  • Determine the number of harvest cycles per season for each identified leafy green crop, incorporating this information into the spatial dataset to enhance understanding of farm activity and potential risk exposure.
  • Detect and classify CAFOs in selected high-priority states that pose elevated risk for foodborne outbreaks. For each CAFO, the vendor shall generate spatial boundaries and attribute data, including area, proximity to water bodies, operational status (active/inactive), and classification confidence metrics.

This information will be integrated into a user-friendly ArcGIS dashboard to support stakeholders involved in food safety, agriculture, and public health.
