About this opportunity
The Air Combat Command (ACC), a component of the Department of the Air Force, is seeking qualified contractors to provide Command and Control Contract Academic Training (CAT) and Courseware Development (CWD) services across various ACC locations. The procurement requires contractors to deliver comprehensive training and course development support, with evaluation criteria addressing contractor qualifications, prior performance history, and proposed pricing. Offerors must submit prior experience documentation on no more than six pages, with the option to provide Contractor Performance Assessment Reports (CPARS) for verification purposes that do not count against page limits. The proposal due date is February 18, 2026, and the government has issued multiple amendments to the original Request for Proposals, including updated pricing attachments, evaluation criteria, and subcontractor consent forms to clarify requirements and address questions from potential offerors.
This contract opportunity is designated as a Total Small Business set-aside, restricting eligibility to qualified small business entities. The solicitation does not identify any incumbent contractors or specific award values in the provided documentation. While the specific performance location details are referenced in the Work Breakdown Structure listing included in the amendments, the services will be performed across multiple ACC locations. The contract encompasses flight training-related courseware and academic instruction, classified under NAICS code 611512 (Flight Training) and PSC code U009 (Education/Training—General). Interested contractors should carefully review all five amendments and updated attachments, including the pricing schedule and subcontractor-teaming partner consent forms, to ensure complete and compliant proposal submissions.
