About this opportunity
The American Battle Monuments Commission (ABMC) is conducting a Request for Information (RFI) to assess broadband internet infrastructure solutions for residential quarters at 26 permanent military cemeteries across 17 countries. The agency seeks vendor solutions that can extend broadband connectivity to 23 residential sites currently experiencing limited internet access, with specific technical requirements including a minimum service speed of 100 Mbps download and 10 Mbps upload. Vendors are required to provide comprehensive details about service feasibility, country-specific availability, implementation timelines, pricing structures, past performance, and security considerations. The RFI emphasizes that this is a market research initiative to explore potential internet infrastructure solutions for residences located on secured federal properties with potential connectivity challenges. Responses are due by May 20, 2025, and must be submitted to the Contracting Officer via email, with a maximum limit of 20 pages and optional attachments.
The pre-solicitation notice indicates no specific set-aside designations for this opportunity, which falls under the NAICS category 517111 for Wired Telecommunications Carriers. The RFI targets one-time installation costs not exceeding $250 and monthly service costs around $75, to be paid directly by residents. The scope encompasses 23 residential sites across multiple international locations, with unique challenges including controlled access environments and potential signal obstruction from building materials. While the RFI does not guarantee future contract opportunities, it represents a strategic effort to improve internet connectivity for ABMC overseas residential quarters. The research aims to understand market capabilities for providing reliable, secure, and cost-effective broadband solutions in potentially complex international settings.
Notice text
The American Battle Monuments Commission (ABMC) is assessing the feasibility, cost, and service availability of extending broadband Internet access to the residences located at its overseas cemeteries. ABMC is not seeking to procure residential LAN equipment or monthly services directly. Rather, ABMC seeks vendor solutions that can extend broadband infrastructure to the premises (modem or fiber ONT) of each residence, enabling the occupant to engage with a local Internet Service Provider (ISP) and establish private service. Please thoroughly review the attached Request For Information (RFI) for details and cemeteries' addresses.
