About this opportunity

The American Battle Monuments Commission seeks a Human Resources Information System to serve approximately 500–600 locally employed staff across seven countries, with proposals due June 5, 2026 and questions due May 15. The contract will be predominantly firm-fixed-price, though alternative pricing structures including per-employee-per-month SaaS models with annual true-ups are acceptable.

Place of performance is Paris, France, with the system serving employees across seven countries excluding the United States (France, Belgium, Italy, Netherlands, England, Luxembourg, Tunisia, Mexico, Philippines, Panama). The HRIS must be hosted in a US-based FedRAMP Moderate authorized environment with all data US-resident, full FISMA and NIST 800-53 compliance, and Section 508 accessibility. The system must integrate with ABMC's Microsoft 365 E5 environment and Entra ID for single sign-on via SAML 2.0 and OIDC, with access management and conditional policies governed by ABMC. Field-level access controls are required for Privacy Act-covered individuals.

Core functionality must encompass organizational charts, compensation management, absence and leave administration with accrual calculations, pension benefits, position and job management, employment and termination workflows, onboarding, document management with e-signature, performance management, recruitment, manager and employee self-service portals, and international dimension support. The system must support English, French, Italian, Dutch, Spanish, Modern Arabic, and Tagalog/Filipino for end-users, with English and French for support. The HRIS must integrate with multi-country payroll systems (separate contract 74330226R0045) excluding US citizen payroll processing, accommodate multi-currency processing, and provide approximately 17 standard reports at go-live with ad-hoc reporting capability. Target go-live is January 2027 following a June 2026 kickoff. The NAICS code is 541519, Other Computer Related Services; PSC is DA10, IT and Telecom—Business Application/Application Development Software as a Service. Evaluation criteria include past performance, technical proposal factors (overall capability, HCM functionality, scope compliance, management and implementation plan, schedule, user interface, customer service and support, data protection and legal compliance), and price including cost-effectiveness. Product demonstrations may be requested following proposal receipt.
