This procurement is being conducted under the Javits-Wagner-O'Day Act (41 USC 47) and Federal Acquisition Regulation Subpart 8.7, which mandates the use of nonprofit agencies employing people who are blind or severely disabled as a mandatory source. The pre-solicitation notice does not specify detailed evaluation criteria, as this is an advance notice of the Government's intent to award. No specific deadline dates for questions or proposal submissions are provided in this pre-solicitation notice.
This contract carries a mandatory set-aside under the AbilityOne program, with the National Industries for the Blind (NIB) designated as the intended prime contractor. No other potential incumbents or current contractors are mentioned in this notice. The pre-solicitation does not disclose specific award values or budget ranges for the contract. As an IDIQ contract, the Government has not specified the term length, quantity of services required, or numerical performance metrics in this notice. Interested parties should monitor the Federal Procurement Data System and SAM.gov for the formal solicitation release, which typically follows a pre-solicitation notice within 30 to 60 days.
