About this opportunity

The 374th Contracting Squadron at Yokota Air Force Base has issued a Special Notice for ABAV Ballistic Plate Inserts, a contract opportunity under the Department of the Air Force Pacific Air Forces. The notice announces the government's intent to award a sole-source, firm-fixed-price contract to FirstSpear, LLC under FAR 13.106-l(b)(l)(i), which allows for a single source procurement when only one vendor is reasonably available. The procurement focuses on Small Arms Protective Inserts (SAPI) and Overlap padded ballistic inserts designed to enhance aircrew flotation capabilities during potential water bailout scenarios. FirstSpear LLC is identified as the exclusive provider of ballistic plate inserts compatible with current military vests. The notice was posted on December 18, 2024, with a response deadline of January 1, 2025.

The primary objective of this Special Notice is to procure specialized ballistic plate inserts that provide enhanced safety for military aircrew during potential water emergencies. Contractors wishing to challenge the sole-source action must submit an interest letter via email that comprehensively demonstrates technical expertise, relevant certifications, and authorization to compete for the acquisition. The letter must provide clear and convincing evidence that introducing competition would be advantageous to the government and not prohibitively costly or time-consuming. While this notice does not constitute an official solicitation document, any information received will be evaluated to determine potential future competitive procurement opportunities. The government retains sole discretion in deciding whether to open the requirement to competition and will not be responsible for or reimburse any costs incurred by responding to the notice. Interested parties can direct any questions to 2d Lt Jordyn Wagner, the designated Contracting Specialist, via email at jordyn.wagner.1@us.af.mil.
