Notice text

Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order to American Association of State Highway and Transportation Officials (AASHTO) to conduct outreach and offer technical assistance to program constituents by continuing the development and promotion of transportation planning information and research specifically to the statewide transportation planning community via the AASHTO website www.statewideplanning.org.

The FHWA would like to continue to work with the American Association of State Highway and Transportation Officials (AASHTO) to bridge transportation planning officials in each state together through the Standing Committee on Planning. This Committee plays a lead role in statewide transportation planning and recognizes the role other individuals in the State Departments of Transportation and numerous other federal, state, and local agencies and the private sector take to actively support transportation planning.  Millions of dollars have been spent to summarize best practices or research solutions for existing transportation planning issues, yet the results are scattered and not presented in such a way that State DOTs can easily find them. This effort supports planners and others with a one-stop shop opportunity that links to FHWA planning documents, applicable NCHRP studies, state-of-the-practice reviews, peer reviews, meeting presentations and other useful tools.

The FHWA (through AASHTO) intend to continue to conduct outreach and offer technical assistance to program constituents by continuing the development and promotion of transportation planning information and research specifically to the statewide transportation planning community.  This information will help identify current and future needs as well as offer information the statewide community uses to assess changing priories, needs, and efforts underway. To that end, StatewidePlanning.org has been a hugely successful website for the U.S. DOT and AASHTO. The AASHTO is the sole owner and contributor of the Statewide Transportation Planning website (www.statewideplanning.org) that serves as the forum of information on statewide transportation planning for use by State DOTs.

A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $50,000.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted.
